President Donald Trump, accompanied by First Lady Melania Trump, signed an Executive Order on Thursday aimed at modernizing the United States foster care system.
Before the signing, Melania delivered a speech, and as she received applause—which Trump joined in on—social media users quickly noticed something unusual about the president’s clapping.
The executive order is intended to improve support and create more opportunities for the roughly 400,000 children in the U.S. foster care system.
Melania Trump also signed the order as part of her “Fostering the Future” initiative, which falls under her “Be Best” campaign launched during their first term. The program has provided scholarships to current and former foster youth across the country.
President Trump expressed his excitement over the initiative, highlighting the involvement of Second Lady Usha Vance in Melania’s efforts. “We’re going to achieve incredible results,” he said.

From the East Room, Melania addressed lawmakers, cabinet officials, and members of the foster-care community. “I call on leaders from all sectors, including private organizations, to join this effort,” she said. “Rise above the ease of inaction. This executive order makes me incredibly proud. It’s both empathetic and strategic. I believe today’s small spark will ignite a lasting national movement.”
Trump emphasized the moral importance of caring for vulnerable children. “The Bible tells us that one measure of a society is how it cares for orphans and children in need. It’s so important,” he said.
However, the public focus quickly shifted from the initiative to President Trump’s behavior during Melania’s speech.
Observers noted he appeared to struggle to keep his eyes open. Social media comments included comparisons to “sleepy Joe,” dubbing him “sleepy Donald.”

Trump’s clapping during the ovation also drew attention. Many users pointed out that he seemed to clap unusually, with some joking about a “one-armed clap” or even questioning whether he was using a prosthetic. Others defended him, noting they themselves clapped in a similar manner.
After the applause, Trump kissed Melania and praised her. “Why, thank you, Melania. Our country is truly blessed to have such a magnificent and caring First Lady. They love her. Every time I speak, people say, ‘We want our First Lady!’ And I say, ‘What about me?’”
